City Manager Elena Vargas said the center will serve an estimated 8,000 residents annually through youth programs, senior activities, and public meetings. The budget includes $200,000 for solar panels and energy-efficient HVAC systems. Council members emphasized the need to address growing demand for indoor recreational space amid population growth of 12 percent since 2020.

Funding Sources and Community Benefits

Funding will come from the city's general fund reserves and a $400,000 state grant. No property tax increase is required. Residents expressed support during the public comment period, citing limited current options for after-school care and senior fitness classes. The new center is projected to generate $75,000 annually in rental revenue from events and classes. Officials noted the facility will also serve as an emergency shelter during severe weather.
